How execute a command from the shell?

I have downloaded firmware for a single tape tape device PowerVault LTO-2.

The install instructions say to:

1. Read release info presented by executing an xxxx.BIN file command from the shell.

A. There were no .bin files available for download. Where do I get it?

B. What does it mean to 'execute from the shell'? How? Where?
